The storm has brought strong winds and torrential rains to the south of the island, causing severe flooding. Air and rail traffic has also been disrupted. Northern Taiwan is expected to feel the storm's impact from late Wednesday through to early Thursday as Talim moves toward Japan. Taiwan leader Ma Ying-jeou has urged relevant authorities to settle the evacuees and maintain food prices.
